Parsa police has filed a case against the son of newly elected ward chairman and two others involved in rape of 16 year girl of Sakhuwa Parsauni rural municipality. Following the incident of Oct 29, those involved in rape had tried to silence the girl’s family through compensation. While retaliating the gang rape, the girl was beaten and sustained a fracture on her left hand. “At around 11 am that day, I was cutting grass. Mukhtar Ansari and his father came on a motorcycle. They forced me to sit on the bike while threatening me for my life if I screamed,” the girl said. The police have suspected that those accused have fled to India. “They have fled to India. We are investigating the case. We’ve conducted physical checkup of the girl and brought the report,” a source at Parsa Police Office said. Protests have been ongoing at Birgunj against the incident. पर्साको सखुवा प्रसौनी गाउँपालिका–४ देउरवानाकी १७ वर्षीया किशोरीलाई सामूहिक बलात्कार गर्ने युवा खुलेआमा घुमिरहेका छन् । घटना भएको एकसाता बित्न लाग्दासमेत प्रहरीले उनीहरुलाई पक्राउ गर्न चासो देखाएको छैन । किशोरीलाई सामूहिक बलात्कार गर्ने एक युवक वडा अध्यक्षका छोरा पनि रहेका कारण वडा अध्यक्षकै दबाबमा प्रहरीले उनीहरुलाई पक्राउ नगरेको हो । किशोरीलाई बलात्कार गर्ने वडा नम्बर ४ का अध्यक्ष जुमादीन अन्सारीका २२ वर्षीय मुख्तार अन्सारी र उनका एक साथीलाई प्रहरीले वडा अध्यक्ष जुमादीनको दबाबमा पक्राउ गर्न चासो नदेखाएको पीडित किशोरीका दाजुले बताए । बलात्कृत किशोरीको संवेदनशील अंगलबाट अत्याधिक रक्तश्राव भइरहेकाले नारायणी उपक्षेत्रीय अस्पतालमा उपचार भइरहेको छ । कात्तिक १२ गते उखु बारीमा बाख्राका लागि घाँस काट्न गएकी किशोरीलाई मोटरसाइकलमा सवार वडाध्यक्ष जुमादीनका छोरा मुख्तार र उनका साथी अन्सारी बाबुले जबरजस्ती समातेर मुख थुनी उखु बारीमा लगेर पालैपालो बलात्कार गरेका थिए । किशोरीलाई बलात्कार गर्ने क्रममा ती दुवै युवकलाई उनीहरुका साथी हरिशंकर दास तत्वा, रुस्तम अन्सारी र ओली आलम अन्सारीले सघाएका थिए । जबरजस्ती करणी गरेपछि पीडित किशोरीलाई बेलुकी गाउँदेखि पर एकान्तमा रहेको ओली आलमको घरमा रातभर थुनेर राखेका थिए । घटनाको भोलिपल्ट कात्तिक १३ गते ओली आलम, रुस्तम र हरिशंकरले पीडित किशोरीलाई वीरगन्जको नारायणी उपक्षेत्रीय अस्पतालमा ल्याएर मोटरसाइकल दुर्घटनामा घाइते भएको भन्दै उपचार गराएर गाउँमा लगि छाडिदिएका थिए । मोटरसाकलमा जबरजस्ती चढाएर उखुबारीमा लगेपछि कुटपिट गर्दै खेतमा पछारेर मुख्तार र अन्सारीले पालैपालो मसँग नाजायज काम गरे, त्यसबेला उनीहरुका साथी हरिशंकर, रुस्तम र ओली आलमले पनि सघाए, नारायणी उपक्षेत्रीय अस्पतालमा उपचार गराइरहेकी पीडित किशोरीले भनिन्, ‘त्यसपछि बेलुकी ओली आलमको घरमा मलाई रातभर थुनेर राखे, भोलिपल्ट वीरगन्जको अस्पतालमा ओली आलम, रुस्तम र हरिशंकरले ल्याएर मोटरसाइकल दुर्घटनामा घाइते भएको बहाना बनाएर उपचार पनि गराए र त्यसपछि गाउँमा लगेर छोडिदिए ।’ घटनाका बारेमा थाहा पाएपछि पीडित किशोरीका अभिभावकले बलात्कार गर्ने मध्येका युवक मुख्तारका बुबा एवम् वडा अध्यक्ष जुमादिनसँग बुझ्दा जुमादिनले तीन जना छोराका साथमा आएर आफू, श्रीमती र छोरीलाई कुटपिट गरी घाइते बनाएको पीडित किशोरीका दाजुले बताए । बलात्कार र कुटपिटको घटनाका बारेमा इलाका प्रहरी कार्यालय पटेर्वा सुगौलीमा कात्तिक १६ गते लिखित जाहेरी दिएको भएपनि प्रहरी निरीक्षक महेश बस्नतले कुटपिट गर्ने वडा अध्यक्ष जुमादीन, बलात्कार गर्ने उनका छोरा मुख्तार र उनका साथीलाई पक्राउ नगरेको पीडित किशोरीका दाजुले बताए । आरोपित मुख्तारका बुवा एवम् वडा अध्यक्ष जुमादिनले केही रकम लेनदेन गरेर घटना सामसुम पार्न पटक–पटक धम्की दिइरहेको पनि उनले बताए । घटना बारेमा जानकारी लिने क्रममा शनिबार इलाका प्रहरी कार्यालय पटेर्वा सुगौलीका प्रहरी निरीक्षक बस्नेतको मोबाइलमा फोन गर्दा उनले मोबाइल प्रहरी नायव निरीक्षक अमर भण्डारीलाई थमाइ दिएका थिए । ‘इन्स्पेक्टरसाबलाई सबै कुरा थाहा छ, मोबाइलमा कुरा गर्दै प्रहरी नायव निरीक्षक भण्डारीले भने, ‘ उहाँ अहिले जिल्ला बाहिर हुनुहुन्छ, मैले यस बारेमा केही भन्न सक्दिन । पर्साका प्रहरी उपरीक्षक डाक्टर गणेश रेग्मीले भने घटना बारेमा अनुसन्धान जारी रहेको बताए । बलात्कार गर्ने मध्येका मुख्तारका बुबा एवम् वडा अध्यक्ष जुमादिन शुक्रबार जिल्ला प्रहरी कार्यालयमै आएका बेलामा पनि प्रहरीले उनलाई पक्राउ गरेन । प्रहरी उपरीक्षक रेग्मीले शुक्रबार पीडित किशोरी र उनका अभिभावलाई आफनो कार्यकक्षमा बोलाएर घटनाका बारेमा जानकारी लिइरहँदा वडाअध्यक्ष एवम् बलात्कार गर्ने युवक मुख्तारका बाबु जिल्ला प्रहरी कार्यालय परिसरमै थिए । तर उनलाई प्रहरीले पक्राउ नगरेको पीडित किशोरीका आफन्तले बताए । जिल्ला प्रहरी कार्यालय पर्साका प्रवक्ता प्रहरी नायव उपरीक्षक प्रेम बहादुर शाहीले भने आरोपित युवकहरु फरार रहेको र उनीहरुको खोजी भइरहेको बताए । पीडित किशोरीले आरोप मात्र लगाएको र उनलाई शुक्रबार स्वास्थ्य परीक्षणका लागि अस्पताल पठाएको भन्दै उनले भने, ‘पीडित पक्षबाट लिखित उजुरी पनि आएको छैन, हामीले पीडितहरुलाई बोलाएका छौं , उनीहरु अहिलेसम्म आइपुगेका छैनन् ।’ update....................................... On 29 October 2017, a 17-year-old Muslim girl, a resident of the Parsauni Rural Municipality-4, Sakhuwa of the Parsa District, had been gang raped. Mukhtar Ansari, 22, son of Ward Chairperson, Jumadin Ansari, and his friend, Ansari Babu, kidnapped the girl. They took her to a nearby sugarcane field, where they took turns raping her. CASE DETAILS: The AHRC has been informed that on 29 October 2017, the 17 year old Muslim girl was on her way to fetch grass for the family. Mukhtar Ansari, 22, and his friend, Ansari Babu, riding a motorbike kidnapped her at knife point. They took her to a sugarcane field some 6 kilometers away. Here, they subdued her, taped her mouth shut, took turns to rape and then beat her. These two were assisted by three friends, Harishankar Das Tatma, Rustam Ansari and Oli Alam. After raping the girl, the group took her to Oli Alam's house. It is situated in a secluded place, away from the village. She was kept there for the entire night. Imagine the terror she endured. On 30 October, Oli Alam, Rustam Ansari and Harishankar Das, took the teenage girl to the Narayani Sub-Regional Hospital, Birgunj, for treatment. The group told the Doctors that the girl was the victim of a motorbike accident. After that, they dropped the girl off at her village. At home, the girl explained to her family what had happened and who were involved. The family took the young girl to the Police Station in Patharaiya and attempted to file a First Information Report (FIR). But the Police refused to register the FIR. Thwarted, the girl and her family returned home. On the evening of 30 October 2017, Mukhtar Ansari and his friend Rustam went to the girl's home. The family was threatened not to speak of the incident. Mukhtar, furthermore, threatened to rape the girl's sister if they went to the Police Station to file a complaint. Needless to say, that the victim's family protested vehemently. Immediately after, the Ward Chairperson, Jumadin Ansari, came with three other sons and started violently thrashing the girl's relatives. The girl's sister-in-law and niece were hurt in the confrontation, the sister-in-law sustaining a fractured arm. On 2 November 2017, the girl's family went to the Area Police Station (APO) in Paterwa Sugauli. They lodged a written complaint. Despite this, the Police have not yet arrested the Ward Chairperson, Jumadin. It was he who threatened and beat the girl's family, while it was his son, Mukhtar and his friends who raped the girl. Ward Chairperson, Jumadin has been trying to silence the girl and her family by offering them money as a bribe to keep silent. On 3 November, the District Police Office (DPO) in Parsa, summoned the girl and her parents. While the Superintendent of Police (SP), Dr. Ganesh Regmi, was questioning the circumstances surrounding the incident, the Ward Chairperson was casually strolling around the DPO premises. But did the Police arrest him? No. The AHRC requests the Government of Nepal to promptly arrest Jumadin, his son Mukhtar and his friends who abetted the rape and the beatings. As the girl had been bleeding heavily, she required urgent medical care and attention to prevent further shock and to save her life. As the victim and her family are receiving threats to withdraw their case, their safety and security must be secured. THE RAPE VICTIM MUST RECEIVE JUSTICE.
