Locals of Jutpani along the Malangawa-Nawalpur road section in Saralhi on Wednesday blocked off vehicles for hours to protest the bad road and dust that they say was suffocating their community. They have been demanding for long that concerned agencies blacktop the road. The protesters said they were forced to stop the vehicles from plying as their calls to blacktop the road have gone unheard. “We are facing difficulties due to the dusty road; we are extremely concerned about our and our children’s health,” said Ramesh Kafle, a local of Jutpani. A construction company had been awarded the contract to blacktop the road twice in the last six years, but there is no significant progress, said locals, adding that the concerned authorities have failed to pay attention to the damaged road. “We are exposed to various health hazards due to the dust from the road,” said Ishkilal Paswan, executive member of Lalbandi Municipality, adding that people were forced to organise the protest after their concerns were not addressed. The 25-kilometer Malangawa-Nawalpur road connects the East-West Highway with the district headquarters of Malangawa. The road was blacktopped 10 years ago, but has not been repaired since, said locals. “Our kitchens and bedrooms always have layers of dust emanating from the road,” said Rambalak Das. This is, however, not the first time the locals have organised a protest demanding a better road. They had also submitted memorandums to authorities. On Wednesday, locals called off their protest after the local authorities assured necessary measures, including using water sprinklers for the time being, to address their concern. सवारीले धूलो उडाएर गाउँमा बस्न कठिन भएको भन्दै बुधबार मलंगवा नवलपुर सडक खण्डको जुटपानीमा स्थानीयले केही घण्टा चक्का जाम गरेका छन् । सडक पिच गर्न ६ वर्षअघि ठेक्का लागे पनि कुनै काम नभएपछि स्थानीयले धूलो नियन्त्रण नगरी सवारी चलाउन नदिने भन्दै जाम गरेका हुन् । चाडबाड सकेलगत्तै बनाउने आश्वासन पाएर बसेका स्थानीय कामै सुरु नगरेपछि धूलो सहन नसकेर बाटो बन्द गर्ने अवस्थामा पुगेका हुन् । सडकमा गुड्ने सवारीले उडाएको धूलो आसपासका ५ सय मिटर परका गाउँसम्म पुग्ने गर्छ । ‘सडक बन्छ भन्ने त आसै मरिसक्यो,’ धूलो पीडित रमेश काफ्लेले भने, ‘धूलोले गर्दा बसाइँ सर्नुपर्ने अवस्था आइसक्दा पनि कसैले वास्ता गरेका छैनन् । जनतामाथि ठूलो अन्याय भएको छ ।’ ठेकेदारले काम नगर्दा पनि सडक विभाग, स्थानीय प्रशासन कसैले वास्ता नगरेपछि बाध्य भएर चक्का जाम गर्नुपरेको स्थानीयले बताए । ठेकेदारले सडक बनाउने पैसाले जग्गा किनेर प्लटिङ गर्ने, सहरमा घर किन्ने र नाफामूलक अन्य व्यवसाय गरेर जनतालाई दु:ख दिएको लालबन्दी नगरपालिकाका कार्यकारी सदस्य इश्कीलाल पासवानले बताए । ‘जनताको भागमा धूलो मात्र परेको छ,’ उनले भने, ‘कडा आन्दोलन नगरी जनताको समस्या समाधान हुँदैन ।’ काम गराउन दबाब दिनुपर्ने निकायलाई ठेकेदारले पैसा पेलेर मौन गराएको स्थानीयले आरोप लगाए । महिला, बालबालिकासमेत बन्दको समर्थनमा सडकमा उत्रेका थिए । घरमा पकाएको खाना खाने बेला सुरक्षित ठाउँ नभएको अधिकांशले दुखेसो पोखे । ‘भान्सा, सुत्ने कोठा सबै ठाउँ धूलोले ढाकेको हुन्छ,’ बन्द गर्न बसेका धूलो पीडित रामबालक दासले भने, ‘भात खाँदा सँगसँगै धूलो पनि खानुपर्ने अवस्था छ । सुत्दा त मास्क लगाउँछौं, खाना खाँदा मास्क लगाउन मिल्दैन ।’ खाना खानुअघि साबुन पानीले हात धुनुपर्छ भन्ने स्वास्थ्य मन्त्रालयको विज्ञापन यहाँ अर्थहीन बनेको छ । सडकको धूलो भातसँगै खानुपर्ने अवस्थामा हात धुनुको कुनै अर्थ नहुने दासले बताए । बन्द खुलाउन हरिपुरबाट हिंडेको प्रहरी निकै ढिलो बन्द भएको स्थानमा पुगेको थियो । हरिपुर इलाका प्रहरी कार्यालय पनि धूलो उड्ने सडक छेउमै छ । धूलो नियन्त्रणका लागि स्थानीयले गरेको आन्दोलन प्रहरीका लागि समेत अनुकूल बनेको थियो । प्रहरीको लामो प्रयासपछि धूलो नियन्त्रणका लागि पानी छिट्ने सहमतिमा बाटो खुलेको थियो । धुलाम्मे बाटो किनारमा दस विद्यालय, एक स्वास्थ केन्द्र र एक वृद्धाश्रम छन् । कलिला बालबालिका धूलोले ढाकिएर स्कुल जाने गर्छन् । मलंगवा नवलपुर २५ किमि सडक १० वर्षअघि नै कालोपत्रे भत्केर अत्यन्त जीर्ण बनेको छ ।
