The locals padlocked the office of Changkheli Rural Municipality and the health post of ward number two of the same municipality. The locals accused the local representatives and the staff at the health post of not showing up in the office regularly and delaying the search operation of Assistant Health Worker(AHW) Lal Bahadur Shahi of Piplang Health Post who went missing in Karnali river since September 13.  Before padlocking the rural municipality, the locals demanded that there be an investigation into the irregularities in the municipality, that the financial details of the rural municipality be made public and that the staffs of the rural municipality be in the office regularly, said Bimala Shahi, the deputy chairperson of the rural municipality.
