The Free Student Union (FSU) and Nepal Student Union (NSU) padlocked the administration and registrar office of Tribhuwan University (TU) on October 22 for the inappropriate appointment of the department head of the central department of public administration. There was a tradition of appointing a professor into the position but this appointment was aberrant from the tradition in that a assistant-professor.

According to the area president of the NSU, Sudip Shrestha, the office was locked with the demand that the professor be appointed as the head of the department, that a person not be the head of the two institutions and that the required staff in the department be provided.
