Residents of Pancheshwor Rural Municipality, Baitadi padlocked the ward office of Ward-4 alleging that the people's representatives have allocated the budget as they wish to please their circle and relatives.
Local Prakash Chand said that the people's representatives did not even pay attention to the citizens' meeting.
