Construction Entrepreneurs Association Rautahat padlocked the Water Resources and Irrigation Division Office in Rautahat saying that the construction businessmen are in trouble due to non-payment of the contracted projects by the office. The chairperson of the Association alleges that the head of the office neglected to pay for the completed schemes.

The construction businessmen allege that Suman Jha, the head of the office, distributed the money to the consumer committees by transferring the amount to other titles at the time of payment. Construction businessman Arabinda Jaiswal said that the office chief Jha had paid the amount to the non-performing consumer committees on the orders of the leaders.
