Arjundhara Municipal Committee of the Nepal Teachers Federation, padlocked the Arjundhara Municipal Office in Jhapa due to non-disbursement of funds by the municipality to various community schools in the city. The federal government had given plans for physical improvement programs to various community schools within the Arjundhara municipality under the Presidential Educational Reform Program and conditional grants. They allege that the accounting department of the municipality did not pay on time even though the schools had completed the plans and submitted the files.
The municipality, however, said that the schools did not complete the work on time and the payment could not be made on time as the accounting software was shut down before mid-term. Chief of the education branch of the municipality, Toyanath Regmi, said that the payment could not be made on time due to technical problems.
