Police arrested Pappu Waiba, a 35-year-old resident of Thampal Rural Municipality-3 of Panchpokhari on July 25 on the charge of raping an 18-year-old girl with visual disabilities. According to police, the victim's father had lodged a complaint at the Area Police Office on July 17 alleging that the accused had lured the victim to a barn near his house and raped her on February 23.
