People under the age of 18 were vaccinated on the basis of access, notwithstanding the instructions for the priority list for Covid-19 vaccination. The guideline clearly specifies that those in the 50- to 54-year-old age range are given first priority, people travelling abroad are given second priority, and the target group, Dalits, the disabled, and frontline workers are given third priority.

Dalits, on the other hand, were discriminated in the vaccination process in Kanchanrup Municipality-11, Saptari. Health personnel were only willing to vaccinate some Dalits after the Dalits protested. Only 19 Dalits were among the 325 persons vaccinated in Ward No. 11 on July 27. When the Dalits went to the health post to get vaccinated on July 28, the health officials called the police and stopped to let them in. On the basis of access and power, 92 people have been vaccinated out of 325 shots, according to the health post in charge.
