According to Ward Chairman Pulami, Budhathoki misbehaved at a meeting of the rural municipality on July 5 in front of everyone when the workers working in the scheme run by the Chief Minister's Employment Program were not paid and the amount was not paid as per their work. In a statement issued by Village Committee Chairman Shalikram Bhattarai, they demanded action against the employees who misbehaved with the people's representatives in public programs.
