A group of 4-5 youth including Sarjan Pariyar, Diwas Chhetri and Ganesh Khadka smeared black soot on the superintendent of Rapti Provincial Hospital Dr Binod Singh on August 27 over a dispute related to availability of culture services in the hospital.
