Employees of Local Development Training Institute padlocked the office on September 7 after the Institute and its other training institutes were unable to hand over the regulations, which caused confusion in the scope of work, responsibilities and manpower management of the establishment.
Santalal Shrestha, an employee of the Local Development Training Institute, said that even though the academy was working for the promotion of good governance at the local level but it had to take part in the agitation as it was being demolished and NGOs were being patronized.
Employees stressed on implementing the decisions of the council of ministers, likewise, they demanded the institute to prepare the outline of the scope of work and role of the establishment and discussed the existing act with the Ministry as soon as possible regarding the amendment of acts and regulations should be amended from time to time without reducing the scope of work, without making them new, and time relative, making the Institute the capacity development centre for the union and province's MP's etc. Protestors also complained that due to the lack of clear structure of the Institute hiring of employees, worklists and department, the responsibilities of the branch could not be decided so, they want to solve this issue as well.
