Suddhodhan rural municipality's office was padlocked due to the argument that aroused between Chairman Nisar Ahmed Khan and Vice-Chairman Sudhadevi Pandey over the issue that if they should take the attendance of chief Administrative Officer Dinesh Gond, who was transferred to the rural municipality.

The Ministry of Federal Affairs and General Administration had sent a letter to Gond from Kothamai rural of Rupandehi on September 16, giving him the responsibility to do financial and administrative work until the Chief Administrative Officer is present. He came to the rural municipality to appear based on the same letter. 

It was decided not to present him at the meeting held on October 2, saying that he was sent without the consent of the rural municipality and his past was not good while he was working in Kothamai. The decision was taken by the chairperson, vice-chairperson, rural executive committee members, staff, and some locals. Then Gond returned. He appealed to the leader of the Federal Socialist Forum. Under the pressure of the leader, the chairperson sent him on November 18, ordering him to appear in the municipality. 

Seeing the party pressure and manipulation, Vice President Pandey strongly protested against the decision of the President. She decided not to present Gond. 

Work on five major projects worth over Rs 30 million has also stalled due to lack of work in the office. "There is only one day left for the evaluation committee to make a decision," said a technician. The people have to bear the brunt of this. Construction of Kanya College and Swagat Dwar, distribution of black paper, hand pumps, and distribution of scooters to those with different abilities have been affected. Employees have not received their October salary. Consumer committee officials come to negotiate. Local Prithviraj Chauhan said that he used to return when the office was closed. "There has been a lot of irregularity and corruption in the village," he said.
