Nepali Congress and Maoist Center Alliance padlocked the Kushma municipal ward no.13, office after the ward chairman KC used threatening language against the agitated side. A phased protest program had been going on since the ward chairman Jung Bahadur KC ignored the demand for a public hearing for the past five years.

Nepali Congress ward president Ram Bahadur Nepali, Tej Bahadur Karki of the CPN (Maoist) and others have warned to hold agitation if there is no public hearing. They allege that Ward Chairman KC delayed the public hearing due to financial irregularities.
