Police arrested Bipin Rai, a 28-year-old man of Arjundhara municipality-11, on June 8, on the charge of raping an 11-year-old minor. According to the police, the accused raped the victim on June 7 in Mechinagar municipality-13 of Jhapa on the way to Jhil.
