Police arrested 31-year-old Kamal Bahadur Singh alias Raj Singh of Sanitribeni rural municipality-6 of Kalikot, on August 21, on the charge of behaving in an inhuman way and smearing black on the face of the head of Karnali Provincial Office of Janak Sikshya Samagri in Surkhet on August 21. Kamal who is a cadre of ANNSFU agitated alleging that there was a delay in book distribution. The accused alleged that though it had been four months since the academic year started, the books were not provided to the students.
