The Government of Nepal (GoN) made a decision on February 12, 2023 to transform proposed Geta Medical College as Shaid Dashrath Chand Health Science University. The policies and programs announced by the government on May 19 also included the very decision. However, the budget for fiscal year 2023/24 allocated fund for Shaid Dashrath Chand Health Institute  instead of university.

The locals in Dhangadi have mobilized themselves after the budget speech, condemning downgrade to institution from university in the budget speech. The locals have made a struggle committee and demonstrated against the decision. The committee also closed Godawari and Attariya market areas on June 8 to create pressure on the government. As a matter of protest, they also urged public to send SMS about the same to all the members of parliament representing Sudurpaschim province in the federal parliament. It also warned of organizing a province level strike on June 11.
