The government has overlooked about 38 percent of recommendations made by the National Human Rights Commission (NHRC) to address the deteriorating human rights situation in the country, the constitutional body has said. Calling the government’s response “unsatisfactory”, the commission stated on Tuesday that a further 48 percent of its recommendations have been implemented partially. It has so far made 737 recommendations to the government which include action against rights violators and policy-level decisions. Concerned by the government’s apathy towards the issue, the NHRC held an interaction with rights activists from the civil society at its offices in the Capital on Tuesday. Civil society leaders suggested that the commission archive and make public the names of officials and institutions that have been blocking its recommendations. Under the Article 7 of the National Human Rights Commission Act 2012, the commission “may make public names of officials, persons or agencies that do not knowingly implement or observe the recommendations or orders or directives made by the Commission with regard to violations of human rights as human rights violators.” Disappointed with government apathy towards the matter, NHRC Chairman Anup Raj Sharma had last month threatened to quit and make public a list of rights abusers if the commission’s recommendations were continued to be ignored. The interaction concluded that the existing laws need to be amended for making human rights violators accountable for their crimes. “The commission has already taken steps for making the implementation of its recommendations effective,” Sharma said, without divulging what those steps were. Meanwhile, the NHRC met with officials from the Prime Minister’s Office, Health Ministry, Home Ministry, Defence Ministry, Nepal Medical Association and Nursing Association of Nepal and took stock of the situation in Jajarkot. At least 26 people are reported to have died of a disease in the district believed to be swine-flu.
