Police accused of torturing civilian

Police reported badly beaten up one Raharman Rai, 55, of Ranibas VDC-2 in connection to personal money matter. Policemen deputed at Area Police Office Ghoretar beat him up after holding him in custody on August 17 leaving his seriously injured. The incident was made public two days after the incident by Raharman’s family and relatives though the attempts were made to keep it a secret in the village. Raharman has sustained bruises all over his body and the health workers based at village health center have suggested taking him to a better facility. It is learned that the police are planning to move him out of the district to keep the incident under the veil but Raharman’s family is taking him to district headquarters. Police arrested him at a fair on August 17 on the basis of a joint complaint filed by Gangaram Rai, Sanimaya Rai, Kaushila Rai, Sharmila Rai and Pramila Rai of Ranibas VDC-3. After being taken to the APO, he was beaten for the whole night by the police accusing him of not returning money that he borrowed from his neighbors. Rahman's family says that he had borrowed Rs 17,200 from Sumitra Rai through his wife Man Maya Rai two years ago to go abroad for work. After he could not return the money on time, Sumitra’s daughter Sharmila, Kaushila and Pramila and witnesses Gangaram and his wife Sanimaya had also filed a complaint against the victim. Rahman's family says they had given up half of their property after being unable to pay back but the lenders were always harassing them. His daughter Sumitra Rai paid Rs 52,000 to free her father. Inspector Chiranjivi Dahal of APO Ghoretar has accepted that his men had made a mistake. District Police chief DSP Raj Kumar Lamsal said that the APO had not informed him about the incident. Lamsal said that as the police are responsible only to deal with fraud, robbery and theft and not individual transaction adding a promise that action would be taken against the guilty police.
