Nepal Progressive Teachers' Union which is close to CPN-UML has padlocked Agriculture and Forestry Science University accusing that Congress made a unilateral decision in appointing University's Vice-Chancellor. Union's President, Baburam Khanal along with other teachers padlocked the Central Office and Service Commission of the University. The teachers affiliated to CPN-UML were outraged when Prime Minister Sushil Koirala appointed a candidate from Maoist quota, Dr. Ishwor Prasad Dhakal as University's Vice-Chancellor. Koirala has appointed Dr. Tirtha Khaniya who has been accused of plagiarism as Tribhuwan University's Vice-Chancellor.
