Dr KC, Government seal 11-point deal

Dr Govinda KC, who was on a fast-unto-death for 13 days demanding implementation of the recommendations on medical education sector made by the high-level committee led by Prof Kedar Bhakta Mathema, reached an 11-point agreement with the government on Saturday night. As per the deal between Dr KC and government representatives led by Vice-chairman of National Planning Commission Dr Govinda Raj Pokheral, the next meeting of the cabinet will form a Medical Education Commission, which will facilitate and monitor the decisions on policies related to medical education.

The Commission will also formulate a draft of the Medical Education Policy that will be presented before the parliament within three months. The agreement was also reached to not renew the LoI of medical, nursing and dental colleges in the Kathmandu Valley seeking affiliation to run MBBS program. Likewise, the government agreed to gradually decrease the annual MBBS seats to 135 in 2015/16 then 115 in 2016/17 and 100 in 2017/18. As per the agreement, the Ministry of Education will issue a directive to the universities, Nepal Medical Council and medical institutions to accommodate the new arrangement. The deal also limits the tuition fees to a maximum of 3.5 million for MBBS and 1.8 million for dental studies and mandates foreign students to sit for the common entrance examination.
