2015-03-02

Madhes, Saptari, Rajbiraj, Ward 2

It has taken a victim of sexual abuse a year to register a case of human trafficking and transportation and rape. Police registered a case against Yashwant Singh, 50, of Koiladi and staying in Saptari Sewa Ashram of Rajbiraj-4, and Sree Ram Yadav, 48, of Rajbiraj-8 a year later. Accused Singh is the nephew of Gajendra Narayan Singh, founding Chairperson of Sadhbhawana Party and General Secretary of Sarita Giri-led Sadhbhawana Party in 2009/10. According to Inspector Suraj Khadka, the accused have been charged under human trafficking and rape. They are accused of sexually abusing the victim after taking her to India, taking advantage of the domestic dispute between the victim and her husband. The couple used to live in rent at Singh's house.

The victim said that the accused incited her to file a case of divorce with her husband and seeking security at police and administration on February 16, 2015. Singh had handed her over to Shreeram and hid her at a house behind the court. She added that Shreeam left her with Singh in Darbhanga, India on February 19 where he raped her on March 2, 2015. She further said that she was molested till March 6 and managed to escape on March 8 while he was sleeping. The victim filed an appeal for mandamus after her complaint was not registered at the District Police Office and District Administration Office on March 9 and 10. A joint bench of the then chief judge of Appellate Court Ishwor Prasad Khatiwada and judge Rajeshwor Tiwari, on June 14, 2015, issued an order to immediately investigate into the incident. However, the DPO only registered the case almost nine months after the decision on March 4.
