Locals of Bichchhya and Rughin VDC in Bajura have been agitated after finding that Bhotechaur was not designated the center of rural municipality comprising of old Bandhu, Rughin and Bichchhya VDCs in the Nepal gazette. Deeming Bhotechaur to be a convenient location for locals of all three VDCs, they had had proposed the Local Level Restructuring Committee to make Bhotechaur the center of the rural municipality. Locals of Bichchhya and Rughin VDCs have lamented the government's decision and have stated that decentralization has done them injustice. साविक तीन गाविस बाँधु, रुविन र बिच्छ्याबीचको स्थान भट्टेचौर केन्द्र बनाउने सहमति सहित आयोगमा नामसहित प्रस्ताव गरिएकोमा आयोगको सिफारिस अनुसार राजपत्रमा प्रस्ताव गरिएको स्थानमा नपरेको भन्दै स्थानीयवासीले बिरोध जनाएका छन् । सरकारको निर्णयले बिच्छ्या र रुगिनका जनताका लागि विकेन्द्रीकरणले न्याय नभई अन्याय थपिएको स्थानीयको भनाइ छ ।भौगोलिक सिमा र अवस्थालाई ख्यालै नगरिएको बिच्छ्यावासीको आक्रोश छ । जिल्लामा नौवटा स्थानीय तह मध्ये पाँचवटा स्थानीय तहका केन्द्र प्रस्ताव गरिएअनुसारका छैनन् । राजपत्रमा उल्लेक भैसकेकाले त्यो निर्णय सच्याउन समस्या हुने जिल्ला समन्वय समितिले प्रतिक्रिया दिएको छ ।
