Locals of Sisne picketed against the Local Development Officer Khemraj Ojha and forced him flee from ArjunDhara-1. The incident took place on March 21 when the locals were called for a meeting to discuss the contentious issue of extraction in Biring river of Jhapa. The locals were furious with the LDO for allegedly giving permission to contractors against the set standards for extraction in rivers. On the incident day, the locals had gathered at the Office of Hachumasa Community Forest to discuss about the problem with the LDO. The meeting was called at 11,however, the locals started agitating when he arrived 1 hour late for the meeting. झापाको बिरिंग नदीमा उत्पन्न विवाद साम्य पार्न गएका स्थानीय विकास अधिकारी खेमराज ओझालाई सिस्नेका वासिन्दाले लखेटेका छन् । मापदण्ड विपरित खोला उत्खनन् गर्न ठेकेदारलाई अनुमति दिएको भन्दै आक्रोशित स्थानीयवासीले मंगलबार दिउँसो स्थानीय विकास अधिकारीलाई लखेटेका हुन् । जिल्ला प्रशासन कार्यालय र संस्था सम्सुहांग विल्डर्स चैत २ गते बिरिंग नदीमा उत्पन्न हुने खोलाजन्य सामग्री उत्खनन गर्न गएको थियो। त्यसक्रममा स्थानीयवासीले उत्खननमा प्रयोग भएको एउटा एस्काभेटर नियन्त्रणमा लिएका थिए । घटना पछी खोला विवादले उग्र रुप लिएको थियो । खोलामा उत्खनन सम्बन्धि छलफल गर्न अर्जुनधारा-१ को हचुमासा सामुदायिक बनको कार्यालय परिसरमा बैठक बोलाइएकोमा स्थानीय अधिकारी तोकिएको समय भन्दा १ घण्टा ढिलो आइपुगेपछि आक्रोशित स्थानीयहरुले उनीविरुद्ध नारा बाजी गरेका थिए ।
