The provincial minister for Internal Affairs and Planning of Province 2, Bijay Yadav allegedly manhandled Bidyanath Jha, secretary of the Ministry of Forest, Tourism and Environment at the former's office.
Jha said that he was thrashed for not selecting the minister's non-governmental organization to implement microenterprise programs to alleviate poverty. A total of 193 NGOs had submitted their letter of interest to run a training program on enterprise development. Of it, 40 were selected.
After the secretary was beaten inside the minister's office, government staffers had staged a protest in front of the latter's door. The secretary was later taken into custody by the police.
Yadav, however, declined the secretary's allegation. Yadav said that Jha had been unnecessarily vocal about being "a local" in front of the provincial speaker and minister and walked out of the office.
