The locals of Janaki Rural Municipality-5 locked up the local representatives for half an hour in their offices for not starting the second round of the relief packages distribution to the people affected by lockdown in the village. Bhim Bahadur Tharu, the ward chairperson, said that they were not able to start the second round as the meeting of the executive has not been held.
