Government employees staged a demonstration in front of the Ministry of Federal Affairs and General Administration on August 1 demanding to address their demands in the Civil Service Act.
The demonstrators demanded that the system should be kept in the Civil Service Act to maintain uniformity at the federal, state, and local levels. Also, they said that while filling the posts at the branch office level, 50 percent should be maintained for open and 30 percent for promotion, and 20 percent for internal/inter-level competition. According to the employees, the Federal Civil Service Act should be promulgated by including provisions such as a cyclical and predictable transfer system, and gazetted employees who have qualified for the post of Joint Secretary and Deputy Secretary should also be able to compete. Prakash Bhattarai, Central Secretary of Nepal Civil Servants Union informed that the issue of service security, professional interest and moral development has been forced to be drawn to the attention of the government.
