NPABSAN protests against proposed Education Regulations

National Private and Boarding Schools Association Nepal, an umbrella organisation of private schools, today expressed dissatisfaction with the proposed amendment to the Education Regulations. Organising a protest programme in Maitighar Mandala today, the NPABSAN accused the government of trying to introduce Education Regulations with stern regulatory provisions for private schools. Speaking at a press meet organised during the protest programme, Karna Bahadur Shahi, president of NPABSAN, said the government had always devalued the contribution of private schools and tried to incorporate stern regulatory provisions for them. “We strongly demand that the government correct provisions in the Education Regulations,” he said. He also announced that they would picket district education offices, disrupt vehicular movement and burn copies of Education Regulations if their demands were not addressed. NPABSAN has expressed dissatisfaction with the government for not incorporating private schools, which account for 30 per cent of educational institutions in the country, in the definition of Education Regulations. The organisation also stated that mandatory provisions in the Education Regulations of operating the private schools under guthi (Trust) model, and categorising school education into two levels basic education (Grade I to VIII) and secondary education (Grade IX to XII) were proposed to ruin the existing school structure. Private schools have also expressed dissatisfaction with the government for not including their representatives while preparing the draft amendment to Education Regulations. President Bidhya Devi Bhandari had authenticated the eighth amendment to the Education Act on June 29. The amended Education Act has categorised school education into two levels basic and secondary levels. It also aims to resolve the issues raised by temporary teachers, halt registration of new schools under the Company Act and encourage establishment of schools under guthi model, among others things. The Ministry of Education is in the final stage of endorsing the Education Regulations to implement the amended Education Act. प्रस्तावित शिक्षा नियमावलीमा निजी विद्यालयप्रति पूर्वाग्रह गरिएको भन्दै निजी तथा आवासीय विद्यालय एसोसिएसन (एन प्याब्सन)ले शुक्रबार माइतीघर मण्डलामा विरोध प्रदर्शन गरेको छ । शिक्षा मन्त्रालयले तयार गरेको शिक्षा नियमावली, २०७३ को मस्यौदामा निजी लगानीमा सञ्चालित विद्यालयलाई गुठीअन्तर्गत सञ्चालन गर्न अनिवार्य गरिएको र विद्यालयको तहगत संरचना ध्वस्त पार्न खोजिएको सङ्गठनको आरोप छ । एनप्याब्सनसँगै संस्थागत विद्यालय सङ्घ (इसान) पनि विरोध प्रदर्शनमा सहभागी भएको थियो । सहभागीले हातमा कालोपट्टी बाँधेर एक घन्टा धर्ना दिएका थिए । धर्नापछिको सभामा एनप्याब्सनका अध्यक्ष कर्णबहादुर शाहीले पूर्व प्राथमिकदेखि कक्षा १२ सम्म करिब ३० प्रतिशत क्षेत्र ओगटेको निजी शैक्षिक क्षेत्रलाई नियमावलीको परिभाषामा समेत नराखिएकामा आपत्ति जनाउनुभयो । उहाँले नियमावली जारी गर्दा आफ्ना माग सम्बोधन नभए कडा आन्दोलन गर्ने चेतावनी पनि दिनुभयो ।
