Shopkeepers and businesspersons shut down Katari bazaar, the second biggest market of Udayapur district on Monday, protesting against the 'unexpected' market inspection by the authorities right ahead of the Dashain and Tihar festivals. Shopkeepers vented their ire against the local administration which began the market inspection from Sunday. The inspection was conducted in coordination with the Area Administration Office (AAO), Area Police Office (APO), Armed Police Force Base Camp, Udayapur Chamber of Commerce and Industry (UCCI) and Katari Municipality. Dhruba Kumar Shrestha, Deputy Superintendent of Police (DSP) at the APO, Katari, informed Republica that the shopkeepers closed the market when the market inspection was being conducted 'to ensure that no consumer gets deceived'. The purpose of the inspection was to seize expired goods, and monitor the entrepreneurs without PAN and VAT registration. According to DSP Shrestha, UCCI itself is provoking the shopkeepers for shutting down the markets. "We just executed the orders from the higher authorities and conducted the inspection for the welfare of the consumers," said DSP Shrestha, adding, "But the shopkeepers have troubled the locals even more by shutting down the markets ahead of the major festivals." Locals have accused the shopkeepers of trying to run a black market. Sunil Paudyal, chief of AAO said that almost half the market was inspected on Sunday. However, the other shops were closed from the next morning. Meanwhile, the shopkeepers have stated that the inspection team breached laws in the name of market monitoring. Pushkar Khadka, chairperson of UCCI, informed Republica that shopkeepers were given unnecessary torture in the name of inspection, which compelled them to take action against them. People from Khotang, Okhaldhunga, Solukhumbu and Udayapur come to Katari for shopping. The local administration intensified the inspection after the consumers complained of getting expired and damaged goods from most of the markets. Shopkeepers were irked when the team confiscated the goods without price tags, date of manufacture and labels. According to DSP Shrestha, efforts are underway to open the market by holding discussions with the consumers and shopkeepers. चाडपर्वलार्इ लक्षित गर्दै थालिएकाे बजार अनुगमनकाे विराेधमा उदयपुरकाे कटारी बजार बन्द गरिएकाे छ। व्यापारीहरुले स्थानीय प्रशासनले अाइतवारदेखि थालेकाे बजार अनुगमनकाे विराेधमा साेमवार (अाज) बजार बन्द गराएका हुन्। इलाका प्रशासन कार्यालय, इलाका प्रहरी कार्यालय, सशस्त्र बेस क्याम्प, उदयपुर उद्योग बाणिज्य संघ र कटारी नगरपालिकाको प्रतिनिधित्वमा आईतवारदेखि बजार अनुगमन थालिएको थियो। दशैं तिहारजस्तो चाड नजिकिएका बेला उपभोक्ताहरु नठगिउन भनेर बजार अनुगमन गर्दा व्यापारीहरुले बजार बन्द गराएको इलाका प्रहरी कार्यालय कटारीका डिएसपी ध्रुवकुमार श्रेष्ठले बताए। अखाद्य वस्तु र म्याद गुज्रेका सामग्री बेच्न नपाउने, पान र भ्याट दर्ता नभएका व्यवसायीलाई निगरानी गर्ने उद्देश्यले अनुगमन थाल्दा घुमाउरो पाराले विरोध गर्दै बजार बन्द गराउन उद्योग बाणिज्य संघ नै लागी परेको उनले बताए। ‘हामीले माथिको आदेशमा उपभोक्ताको हितलाई ध्यानमा राखेर अनुगमन थालेका हौं’ डिएसपी श्रेष्ठले भने ‘तर, व्यापारीहरुले एक्कासी बजार बन्द गराएर उपभोक्तालाई थप दुःख दिने काम गरेका छन्।’ व्यापारीहरुको यस्तो रबैयाले कालाेबजारी गर्न पाउनुपर्छ भन्ने अर्थ लागेको भन्दै स्थानीयले बन्दकाे विरोध गरेका छन्। इलाका प्रशासन कार्यालय कटारीका प्रमुख सुनिल पौड्यालले आईतवार आधाजस्तो बजार अनुगमन गरेकोमा सोमवार विहानैदेखि बाँकी बजार अनुगमन सुरु गरेलगत्तै व्यापारीहरुले बजार बन्द गराएको बताए। टोली प्रमुख पौड्यालले बन्द गर्नुको कारण थाहा नभएको तर उपभोक्ताको हितमा केन्द्रित भएर काम गर्न आफुलाई आदेश आएको बताए। उनले म्याद गुज्रेका अखाद्य वस्तु भए नष्ट गर्ने, हरेक व्यापारीको मूल्यसूची राखे नराखेको हेर्ने, कर दर्ता प्रमाणपत्र लिए नलिएको जस्ता विषयमा अनुगमन केन्द्रित रहेको बताए। गृह र जिल्ला प्रशासन कार्यालयको निर्देशन अनुसार अनुगमन गर्दा उल्लेखित कुरा नभएको पाए त्यस्ता पसल सञ्चालकलाई कारबाही गर्ने चेतावनी दिँदै अनुगमन जारी रहने पौड्यालले बताए। यता व्यापारीहरुले भने अनुगमनको नाममा प्रशासनले अधिकारभन्दा बाहिरको काम गरेकाले विरोध गरेको बताएका छन्। उदयपुर उद्योग वाणिज्य संघ कटारीका अध्यक्ष पुष्कर खड्काले अनुगमनका नाममा अधिकार वाहिर गएर अनावश्यक दुःख दिएको पाइएपछि व्यापारीहरुले विरोधस्वरुप बजार बन्द गराएको बताए।
