Raja Sha, sub-engineer of Chhireshwornath municipality, was smeared with soot for conducting work without following the criteria. The consultancy operators smeared green color on the sub-engineer accusing him of taking bribe from service seekers and causing them trouble. They had initially submitted a complaint about it to the municipality.
