A 34-year-old woman of  Shambhunath Municipality-12  has complained of Police's refusal to file a complaint of rape attempt against 45-year-old Laxmi Sah Haluwaei. She had gone to the police with his brother-in-law, sister, and lawyer on December 6 to file a complaint in District Police Office but Inspector Santosh Khadka of the DPO had returned them suggesting to file the complaint with the Kalyanpur Area Police Office. However, the Kalyanpur Police office returned them as well stating that the incidents of that region are the jurisdiction of the district police. 

The victim said that the accused tried to rape her on November 28 by promising her to resolve the crisis caused by refusing to arrange the child marriage of her son with a 30-year-old woman with a daughter.
