According to a complaint lodged by the victim's brother, a 22-year-old youth raped his 15-year-old sister in her own house in Jagarnathpur Rural Municipality-4 of Parsa when she was alone at the home on June 5. Police after receiving the complaint went to arrest the accused, however, the youth absconded after the locals started protesting against the police.
According to a local, the head of the municipality Jalim Miya asked police to go away stating that they will reconcile the case within the village. He further accused Miya of asking the villagers to protest against the police. According to the villagers, after the police returned, the village head Miya had conducted a panchayat that has decided that the boy will be marrying the girl.
