Two women and a man were injured when the youths of Bahini base No. 18 of the Nepal Army beat up a group of people on August 24 in Bhulke in Triyuga Municipality-3. According to Dhorai Mia, a 70-year-old local, the army youths had beaten them while they were cutting grass in the forest used by the people of Bhulke. Mia said that a group of 9 women and 1 man who had gone to mow the grass were attacked by the army and their axes and khukuri were taken away. He further said that there was a dispute after the army did not allow them to take the cut grass home.
According to another local Yadu Prasad Dhakal, there had been disputes between the army and locals over forests, rivers and borders. He said that there was a dispute especially after the army laid siege to the locals' forest. Dhakal has estimated that there was a dispute with the locals after they objected to the use of grass inside the army area.
