17 parents collectively padlocked Babarpur Basic School in Babai rural municipality-5 condemning the formation of the school management committee which affected the educational activities on December 24. They accused the principal Masta Bahadur Khadka of forming the school management committee on his sole decision and demanded reformation of the committee. Other demands include investigating the physical and financial irregularities happening in the school.  As per the principal, the management committee was formed after the agreement of representatives from all the political parties. " I called the representatives from the political parties on December 23. The school management committee was formed based on the political distribution in the presence of party representatives. I don't think there is any reason to object.", said the principal Masta Bahadur Khadka.The school management committee was formed from a wider strategy of distribution of posts politically in three schools of Babai rural municipality among three major political parties. As per which, the school management committee of Hansapur Secondary School in Babai-3 was allocated to Nepali Congrees; Padampur Secondary School in Babai-5 was allocated to CPN UML and Babrpur Basic School to Maoist Centre. Based on the agreement, the party members of the respective parties were made the chairperson at two other schools without any issues. However, the decision to make Ramesh Sunar from the Maoist Center as president of Babarpur Basic School was opposed by the entire team of UML and some members from the team of Nepali Congress. UML denied taking two seats of the member of the school management committee allocated for them, whereas Nepali Congress accepted the post of chairperson of Parents Teachers Association. The school was padlocked the next day after appointing the chairperson on December 23.
