TRC receiving fewer complaints post 9-point deal

2016-05-12

There has been a sharp drop in the number of complaints being filed by conflict victims in Rukum district since the top leaders of the two ruling coalition partners--UCPN (Maoists) and CPN (UML)--signed a nine-point agreement last week, reportedly, to save the incumbent government led by Prime Minister KP Sharma Oli. Before the agreement, the Truth and Reconciliation Commission (TRC) used to receive over 50 complaints on a daily basis through the local peace committee in the district. The numbers have now fallen to about 7 to 10 complaints per day. A total of 321 complaints were filed prior to the agreement, but only 68 more complaints have been filed since then, informed Raju Lamichhane, secretary of the district's peace committee. "I was preparing to file a complaint through the local peace committee. However, I no longer saw any point in filing the complaint after the UCPN (Maoist) and the CPN (UML) signed the deal," said Nandu Bista of Chunwang VDC. Another conflict-era victim, Nirmal Batha Magar of Khara-6, also expressed disappointment. "I had lodged a complaint at the TRC hoping it could make a difference. But the nine-point deal has dashed all my hopes of getting justice," he said. Likewise, Gopal Prashad Sharma of Chaurjahari Municipality said disagreements between the major political has deprived victims of the Maoist insurgency from getting compensation and justice. "I do not see major political parties uniting to work towards delivering justice to the victims of insurgency," said Sharma. The TRC started taking complaints from April 14 from all 75 districts. Although the commission has urged victims to file the complaints by June 16, it has said complaints could be filed six months after the expiry of the date. -
