Family of Guru Prasad Luitel, who was brutally killed by Maoists in Okhaldhunga district during the armed conflict, filed a complaint at the Truth and Reconciliation Commission demanding action against on Wednesday. Luitel's son Phanindra and Santosh filed the complaint demanding legal action against the perpetrators of the crime. They have named CPN (Maoist Center) Chairman Pushpa Kamal Dahal, the then eastern region commander of Maoists Ram Bahadur Thapa Badal as well as other leaders like Peshal Khatiwada, Keshav Rai and 15 others as the perpetrators of the murder. Luitel, a teacher at Gyan Prakash Secondary School at Ghorakhori, was abducted by the Maoist cadres on September 8, 2003, while returning from school. Luitel was found dead 17 days later as he was killed and hanged from a tree at Baruneshwar of the same district. The murder case is sub judice at the Okhaldhunga District Court.

The Supreme Court had recently paved the way for the arrest and prosecution of UCPN (Maoist) leader and former Constituent Assembly member Keshav Rai. The apex court had quashed writ petitions filed by Rai and his colleagues against arrest warrants issued against them by the Okhaldhunga District Court. Rai had moved the apex court on December 8, 2010, arguing that the arrest warrant issued against him ran counter to legal provisions and the spirit of the Comprehensive Peace Accord. The district court had issued the arrest warrants against Rai and others for not appearing in the court despite repeated orders to do so in Luitel murder case.
