UN High Commission Urges Government to Amend TRC Act

Kathmandu/ July 2 United Nations Office of the High Commissioner of Human Rights (OHCHR) has urged the government to amend the Act regarding Truth and Reconciliation Commission and COID. OHCHR, releasing a press statement on July 2, stated that the recently promulgated Nepal’s TRC and COID Act was against the international humanitarian law and the UN policy. The OHCHR underlined that the controversial provisions of giving the amnesty rights to the TRC is against internationally accepted principle of transitional justice. The OHCHR stated that the amnesty provision contravenes the victim’s right to legal remedy and compensation adding that as per the international laws, the TRC cannot recommend for amnesty. Prior to this, the OHCHR had sent a note to Prime Minister Sushil Koirala asking him for the amendment of the Act while copying Speaker Subash Chandra Nembang, NHRC and Minister of Law, Narahri Acharya.
