Any commission bypassing victims unable to ensure them justice

 The conflict victims have asserted that the recent initiation of forming truth and reconciliation commission bypassing them was pro-perpetrator and that it would fail to ensure them truth, justice and reparation. Issuing a press statement on January 18, the victims’ group also added that it was astounded at the publication of the list of potential chairpersons and members of TRC and Commission for Investigation of Disappeared Persons, recommended by the government advisory committee, in Gorkhapatra daily on January 12. The statement further says, “The formation of the commission should have been trustworthy and in direct coordination and consultation with the victims but it was forwarded by disregarding out repeated requests to the government, advisory committee and NHRC. We are certain that such commission, formed unilaterally and in non-transparent way, would not ensure our rights to truth, justice and reparation”. The victims have also slammed the formation of TRC as being a sham conducted with total disregard for Supreme Court’s January 2, 2014 decision, Interim Constitution, International Human Rights Laws and its own commitment at different international platform to form a reliable and victim-centered commission. The statement alleges that the step was only to provide immunity to the perpetrators and not to ensure non-repetition of such violence in the future. It further says that the government had ignored the concerns of the victims rather than trying to win their trust. The statement has demanded for the review of the unilateral attempt to form such TRC and start over the work in coordination of the victims. The statement was jointly issued by several victims groups including Conflict Victim Orphans’ Society, Nepal, Conflict Victims’ Society for Justice, Conflict Victims National Society, Nepal Maoist Victims Association, Society of the Families of the Disappeared, Nepal and Bandarmude Incident Victims Concern Committee among others.
