National Human Rights Commission (NHRC) has said that will support the newly formed transitional justice mechanism to settle the cases relating to conflict era as early possible. NHRC has documented the conflict related cases in the past while the newly formed commissions for transitional justice are only soliciting opinions from stakeholders. In absence of the transitional justice mechanism, many victims had registered their complaints to NHRC. According to the NHRC’s Strategic Plan 2015-2020 which was released on Tuesday, the cases will be categorised to facilitate the settlement process. The Transitional Justice Act has given NHRC the role of monitoring the implementation of the recommendations made in the report of the Truth and Reconciliation Commission (TRC) and Commission of Inquiry on Enforced Disappeared Persons (CIEDP). “Now, the new commissions are formed and it is up to the victims to choose the commission to investigate into their case,” NHRC Chairman Anup Raj Sharma said “We are ready to offer all kinds of support to the commissions.” According to Sharma, NHRC has cleared over 150 cases that were pending in the absence of office bearers who were appointed in September last year. He also made it clear that NHRC would not like the newly formed commissions to start new investigation into the cases it has already finalised. “We might hand over the cases on which decisions are not yet taken but there is no point restarting investigation into cases we have already recommended to the government,” Sharma said. NHRC has recommended actions in 714 cases of grave human rights violation, of which 105 recommendations have been implemented, all of them related to providing compensation to the victims. “Once we finalise the cases, we forward them to the prime minister’s office. Now, it is the government responsibility to take action against the rights violators,” Sharma said.
