Conflict victims have pressed the government to deliver them justice, arguing that compensation alone would not heal their wounds. Speaking at an interaction organised by the National Human Rights Commission (NHRC) recently, the victims in Kailali and Kanchanpur districts said the government had not been serious about providing them justice. More than a decade since then-rebel Maoists and the government signed a peace deal to end the insurgency that claimed more than 17,000 lives, the victims are still struggling for justice. More than 1,400 people were disappeared by state forces and the Maoist rebels while thousands were displaced. Hira Bhandari of Kanchanpur said her husband was killed by Nepal Army soldiers at her house. “My husband was killed in front of me. I have not received his body, nor justice,” she said. The victims also asked the authorities to solve their problems through local governments. “The concerned authority should investigate cases related to sexual offences during the insurgency in detail,” said another victim, Aasha Chaudhary of Tikapur. Laxmi Chaudhary of Krishnapur Municipality in Kanchanpur said army men arrested her son and daughter from Kunda Secondary School 20 years ago. “They have not returned home. The soldiers arrested them alleging them to be Maoists,” said Laxmi, hoping that her children will return home one day. Investigating Officer for the Truth and Reconciliation Commission in Province-7 Daman Singh Bista said insurgency-era issues will not close until the government solves the victims’ problems.
